No. Impact resistance is a performance characteristic of a specific tested assembly. Glass may crack after an impact; the system should never be described as unbreakable.
A glass-only change does not by itself establish an impact-rated assembly. We review the existing system and the proposed replacement rather than assuming that a glass change is sufficient.
